Recording tends to increase the quality of a lecture.
Cons:
There are costs for recording and hosting.
Costs depend on the quality.
Universities often reduce costs by using stationary and unoperated cameras, and little or no post-processing. The disadvantage of such videos is that they look boring.
A reasonably compressed video lecture may need 100-200 MB of video storage space per hour of lecture. (compare this to the 2-3 GB of a standard quality DVD movie)
Most video hosting platforms (like youtube) won't accept to host lectures because of their length = high storage requirements. Maybe also because of their typical lack of attractiveness. Situation may change.
You typical can't use a normal webspace to disseminate videos for a number of reasons. E. g. videos put a high load on the server, so low-cost-webspace-providers must exclude this usage in some way.
